18.1. National ICT vision

  • ICT should be mandatory subject in Primary, Secondary & Tertiary education system and Every Sri Lankan Student should receive basic knowledge in ICT
  • Visibility in all government activities thru Technology Solutions i.e. Govt Tender Portal, Govt Job Bank, Govt payments thru Banks etc.
  • Integrate all Govt Institutes electronically and share common data and automate all manual processes by introducing ERPs / eServices etc.
  • Sharing of Government Services to public by establishing Digital Platforms i.e. APIs. Integrate with any Govt institute electronically where any service is available, affordable and fair to public.
  • Maximize the use Electronic payment methods and minimize the use of Cash / Cheques in Govt payments. Integrate the Common Payment Platform (LankaPay) with all Govt institutes as
  • Establish Government Data Analytics / Business Intelligence Unit with related Technology platforms. This unit will collect data from various sources and analyses and provide statistics / forecasting to decision makers.
  • Construct National Data Centers / Sri Lanka Cloud to store all Government ERPs , Web portals / Apps etc. Minimum 4 data centers in 4 provinces. This is extension of Mega IT Parks.
  • Focus on our own Open Source platforms and Minimize the dependency on foreign technology and expertise
  • Every Government Officer should get an email account and there should be a centralized email server

18.2. ICT Infrastructure

  • Lanka Government Network (LGN) connecting more than 500 government organizations in the country.
  • Lanka Government Cloud (LGC) has been implemented provide cost effective, reliable and secure infrastructure facilities
  • Government Data Center – Kurunegala, Colombo, Nuwara Eliya , Jaffna
  • National Security Operations Center (SoC)

18.3. National ict Regulatory Framework

  • Sri Lanka Information And Communication Authority-SICA ? OR Information Communication Technology Agency (ICTA)
  • Telecom Regularity Commission (TRC) – Regulating Telecommunications
  • Sri Lanka Cert (SLCert) – Regulating IT Security
  • Computer Society Of Sri Lanka (CSSL) – Recognize body for ICT professionals
  • Clearly identified designations & responsible persons for the Government. CIO, CRO, CISO etc. Every ministry to have a Central IT Dept with a CIO, CISO , CRO
